There is a possibility that the forum software won't let it happen... i don't know that i've seen anyone that has been successfully reinstated... perhaps it has happened, but i just don't know about it.

But IP addresses can be monitored and blocked - so it is possible to prevent banned persons from getting back on at least with the same IP address.
