If a unit does not move will it entrench itself without the expenditure of a trench in the strategic phase?

In a PBEM vs. the computer his entire russian line entrenched (those that hadn't moved). it is possible i suppose that the computer purchased a ton of trenches on first strategic phase buy. Furthermore, I had a units in the mountains near alsace lorraine that entrenched themselves to lv 1 (they had not been part of the french offensive and had never moved).

Some terrain has inttrinsic entrenchment values - such as mountains - so units in them get that benefit.

But other than that - no, it looks like the Russians bought a heap of trenches.
