Have you thought about the idea of allowing shore bases to provide airsupport (CAP) to naval forces in range. When my task forces are limping back to port it would be nice. There is one other thing which I have never quite worked out and I may be being stupid. If I have planes on CAP presumably then they can't be used to escort strikes. How can I create a balance?

Including shore bases in naval TG CAP would imply a much greater integration between different commands than was possible in WWII. This is not a modern US defence force with satellites everywhere and real time or near real time coms between commands. The US only really mastered controlling its own naval CAP in the last two years of the war, the Japanese never did.

The best that shore bases can do is search and strike on their own and discourage any pesky pursuers.

As for the CAP/escort balance, planes are individually allocated to CAP via the CAP slider. Any planes you haven't allocated to CAP are eligible for escort, and that's all you need to do to strike the balance.
