A problem I have noticed with Garrisons is that you can't switchout the troops if both the fort and the unit are full. For Example:

You have 14m in a GB unit and the city has 25i of GB regulars. The system will not let you put the regulars in the unit and replace them in the fort with militia. The reason of course is that for at least a few seconds one unit or the other has to exceed it maximum size.

This needs to be handled in a patch one of these days...

you posted this twice. just pace the empty corp counter down, load it up then put the milita in the garrison. Technically even in the board game you could not exceed capacity so you are asking the computer version to something completely new.

Both of your responses seem to require unnecessary fiddling in order to do something that a basic change to one or two lines of code would completely solve.  Both even require the use of money that is quiet short for most of the countries in the game.

I see no reason to retain the "problems" that the original game had.

That wasn't and isn't a problem with the game. It is a problem with planning.
