I thought the unload troops at sea bug was suposed to have been fixed?

Are they amphibious troops?    What version of the game are you using, the latest V2.5?  Save 2 turns, the 1 prior to this event and the 1 where it happens.  Send an email with these turns attached to the following email with an explanation and the CF team will look it over and hopefully resolve the issue.
