Is there any way to transfer existing units from one regime to another within the scenario editor?

If you want to do the transfer during the game, you could do this with a couple of execjoinregimes.

If you inadvertently placed a unit with one regime and want to switch, you have to erase the unit and re-build it.  It would be quicker thought to make the empty counter, then copy the desired unit, then erase the old unit.  Note that the regime of the unit is determined by the hex the unit is made.  Also note that when you copy a unit, you also copy the HQ so you may have to reassign the hq of the unit.

Hmm, that sucks.  Any chance you can change the order of the existing regimes in the editor?

You can change which side starts.  So if your order is 1 - 2 - 3, you can make it 2 - 3 - 1.

Also, with patch 1.1k, production pathes are now preserved with the 'join regime' exec.  So, if your order is 1 - 2 - 3.  You could write an event:

Check round=1
exec join regime (1 to regime 6)
exec join regime (2 to regime 5)
exec join regime (3 to regime 4)
put regimes 1-3 asleep
end.ch

You now have the order reversed.  You could do this for any number of regimes.  Note, that the regime order will not be changed in the editor but it will change once the game is run.  Patch 1.1k is either out or will be out shortly.

The public beta 1.1k is out but not the final, right?
