I'm trying to see if there is a way to reset the default for controls in Starshatter:TGS. by joystick has a annoying problem of only wanting to use button 12 when ever i try to remap the buttons.

any help would be great

Just an idea, but have you tried asking this question in the tech support forum of Starshatter : TGS to be found here :
