What happens if a minor country allied to the Axis (Rumania, Hungary, Bulgaria) technically "conquers" another minor country (i.e., Yugoslavia). Are the PP's added to Germany since it controls the minor ally?

On a side note, I'd prefer an option asking which country you want to be the "conquering" country - within reasonable limits (like maybe there has to be one of that country's troops near the conquered country's capitol).
