Is it possible to have the victor of a naval battle follow the looser to the port and begin a blockade?

Not to my knowledge.
Else your fleet could somehow end moving 14 zones ?

There is no movement limit in a naval retreat. If the Turks loose a naval battle in the Baltic and have no ports outside of the Turkish mainland they could be retreating a huge distance.

I may be mistaken but I thought the victor had the option to blockade the looser after a naval battle.

This concept is in the EIA rules. Losers should be able to choose to retreat a sea zone, or to a port - if they take a port, the victors should be able to choose to either stay where teh battle was fought, or follow into the blockade box of the port. Such movement ignores MPs.

HOWEVER, this has NOT been implemented in the game at this stage.  In the game, the loser will retreat to a port, and the victor will be left where the battle occurred.

[I have proposed that there should be an option setting for a fleet - similiar to the intercept options - that nominates sea area or port, and pursue or not pursue. The game should randomly assign a sea area if that option is taken. This would let the game resolve the battle without any requirement for human interaction.]
