Can someone tell me what "no combat allowed (minimum adds not achieved)" means. I have been trying to start but once I begin combat I can not get any of the buttons on the screen to do anything. Any ideas on this please?

Every hex has a different terrain type. Every hex has minimum odds which varies from one terrain type to another.

If you cannot achieve those minimim odds you cannot attack that hex.

For example if the minimum odds are 3:1 and you try to attack at 2:1 no attack is allowed.

You are attempting suicide missions which have no chance of success. Move more units into attacking positions and use many units to attack.
