What, if anything, influences the initial Logistical and Command Staff ratings of newly-produced military groups? Does the number of Academies, or anything else, effect initial Staff ratings, or is it completely random?

The default values are lower in command staff for the Union at the start (Logistics are the same for both on average). Having five or more academies will increase the staff values on newly built divisions/corps/armies and academies are also the key to training up your existing ones.
