Why are fort crews still send to detailed combat when option turned on. In other terms, why does never rally garrison only count for city garrisons? They are ordered to stay in their fort thats why i place them there!

Units in forts are always available for detailed combat. City garrisons are optional.

Yes i have noticed that but this has not been my question. Single Fort garrisons shouldnt leave their formidable position just to get slaughtered in the open.
