I was curious how production is handled in this game.

Is there a set amount that increases with resources taken?

Is it based on a base amount that increases with a multiple? If so is that multiple moddable?

In history each nation allocated only a fraction of their entire industry to the war effort at the start, as the war progressed more and more of their industry was allocated to the war effort. Germany was a prime example of misuse and waste. Most of their industry in the early part of the war went toward consumer goods. Only after Albert Speer took over and reorganized Germany's industry was it able to produce in mass quantities. Even so it never matched the command economy efficiency of the USSR or the capitalistic system of the USA. Germany's system was plagued by personal interest and corruption.

Production Points are collected from cities and resources. Cities from occupied and annexed territories yield much less PP than cities originally controlled by the nation (note that resources always yield full value). There's one extra rule: some part of production from annexed cities goes directly to the occupant, and the other part is distributed between all countries proportionally to the contribution they put in victory over this country.

After total PP value is calculated for the country it is modified by 3 things:
1) Social Unrest
2) War Economy
3) Difficulty Level

What you're talking about is reflected as War Economy. It tells how efficient the military sector is. If it is below 100% and country is at war - it will grow each month until it reaches 100% (growth is quicker for fascisc and communist regime countries, bit slower for democracies).

In 1.19 max War Econo value is 100% but in 1.20 it can grow beyond that value at a rate of 1% per month.

And I assume war economy is set in the csv files.  Thats nice.

Everything, except the map (and event flag values) is set in the csv files :)

By chance could you tell me which csv file has the economy information?  I didnt see it when I looked through the files.

I have actually done some serious analysis of axis and allied production with my books and have completed an excel spread sheet figuring out what they produced based on a point system.  The axis were adjusted to show maximum production despite sub warfare and strategic bombing.  It was quite interesting to see how crippled Japan became due to the US subs
