On 22 July 1941, the USSR event that increases USSR Production by 5% per turn fires 12 times and the USSR is then at war with Germany. Is this correct?

Yes, that's correct. Communists also had a plan to "export" revolution to western europe. This event forces German player to attack Russia, otherwise Russia will prepare to war by increasing production and attack him.

Ah I see what you meant. The event fires multiple times the same turn. It should fire once per turn, until Russia hits 100% War Economy. This was fixed. You can wait few more days for 1.20 or change it yourself: in events.xml file find event with eventID=20 and set oneTimeChecking attribute to 1
