I am thinking of going unrestricted right from the start, and know that will upset the neutrals. How much of their anger towards me will be offset by spending diplomatic pts on them?

Ok , perhaps i didnt word this very well.  I realize that by going "unrestricted" i will piss off the US.  If I plan on spending dip pts on them each turn, can i negate their anger towards me?  By how much?  I hope im not asking a ridiculous q.

It depends on how many you sink. Spending diplomatic points will help but there's a chance of a political shift each time an "incident" occurs.

I am no expert on unrestricted sub warfare, but it seems to me that the risk early in the war is that you would alienate Italy and Bulgaria. It is important to keep Italy out of the war as long as possible so the German army can concentrate on Russia or France. And its important to get Bulgaria in the war as soon as possible in order to transfer food and raw materials from Turkey. The US is mainly an issue in a long war where neither France or Russia has been knocked out, in which case the CP are in deep trouble anyway.

Is the Entente declaring war on Belgium/Netherlands considered an incident?

That would count as two possible incidents and then a random check would be made to see if that moves the political stance 0, 1 or 2 steps.
