I thought I read something similar to this recently, so apologies for any repeat.

It appears that we have run into a situation where loaned corps lose their "loaned" status after being attacked. Austria, Prussia and Russia are at war with France. A Russian cav corps with Kutusov and an Austrian cav corps have been loaned to Prussia, which, along with some Prussian infantry corps, are besieging Amsterdam. France moves first to attack the allied stack and Kutusov successfully withdraws. But starting with the Russian land phase, the Russian and Austrian corps have lost their loaned status and couldn't be moved by the Prussians when he counter-attacked at Amsterdam.

Anyone seen anything like this before? I'll post files to Mantis.
