Are you sure about the language, Orm?

My rules say, "If an unconquered country was neutral at any time in the calendar year, halve its partisan number." This is from 13.1 Partisans (option 46), 6th para, last sentence.

From the list of allied countries, I would note that for WiFFE purposes:

1. Albania starts as an Italian minor and is given the same active date as its controlling major power.
2. Ethiopia is a conquered country at start.
3. Iraq is conquered, I think by the allies before it DOWed the Axis.
4. Same for Persia.

You are correct and I was mistaken.

The rule apparently changed with the latest rulebook. I tend to prefer to use the rulebook in pdf-format and I forgot that I do not have the latest rulebook in pdf so I looke the rule up in a obsolete version of the rules. I am sorry about that.

Does anyone know if I can find the latest version of the rules in pdf format somewhere?

I guess the easiest way to do this is to add a field to the country data for the date that the country entered the war. Then I can use the scenario start date to work out whether they have been at war since the beginning of the scenario start date's calendar year.

Finally, we don't have to worry about those countries on the list that have a partisan number of 0 in the existing country data files.

Here are the countries that MWiF can have Partisans, and who controls it in case it is not independent :

Argentina
Australia
Belgium
Bolivia
Brazil
British Guyana Commonwealth
British Honduras Commonwealth
Bulgaria
Burma Commonwealth
Canada
Chile
China
Colombia
Costa Rica
Cuba
Dominican Republic
Dutch Guyana Netherlands
Ecuador
El Salvador
Finland
France
French Guyana France
French Indo-China France
Greece
Guatemala
Haiti
Honduras
Hungary
India
Iraq
Ireland
Italy
Japan
Korea Japan
Malaya Commonwealth
Manchuria Japan
Mexico
Netherlands East Indies Netherlands

Nicaragua
Norway
Panama

Persia
Peru
Philippines United States

I was curious why a neutral sweden got a Partisan number, and Switzerland did not. Would there be a point to advocating a Partisan presence possibility for the Swiss?

MWiF have a partisan number for Switzerland, but there is a 0% chance of Switzerland being picked for Partisan activity.
This said, if there were PART in Switzerland, they would be rather pointless, as there is no resource nor red factory, nor crutial railway to block with a PART, and with just 1 unit in the country no PART could appear (no room, nearly).

All 62 countries that we need! Excellent. Thank you very much.

The only part of the date I need is the year to implement the partisan rules. So if you got that right, we're in business.

Ok. It was just an idle thought as I looked over the list I filled in above.

I don't have my WiF maps out, and I couldn't recall what Switzerland looked like. (Rail lines, factories, resources.) I know the Swiss rarely (if ever) get attacked.

MLees,

After reading through your list:

There's a typo for Norway: 1940, not 1949.

We are still missing a date for Panama.

So that the game know at the beginning of any scenario which countries have the full PART number or half PART number for being neutral sometime during the calendar year.

Yes.

I'll add a new field to the country data for this (later this week).

Sorry, I had to go to another online source of info.

http://worldatwar.net/timeline/other/diplomacy39-45.html

For Panama: 7 December 1941 (DOW on Japan), 12 December 1941 (DOW on Germany)

Sorry for the typo's, too.
