I am designing a new scenario and I want to achieve the following effect:

Force A performs air strikes against a specific target (e.g. a radar site, a supply depot, major HQ site etc.) and causes enough damage to produce a given effect (effects can be reduced supply, reconnaissance, loss of proficiency etc.).

The trigger for this event, is proving to be very difficult. I tried to use a weak ground unit that can be destroyed as the trigger but no air strike can completely destroy a ground unit not matter how weak.
If the "Force A attacks x, y hex" trigger is used it does not work the way i want it. Even if the Force A does not have air superiority some aircraft will get through to perform the attack and achieve the desired effect no matter how ineffective the strike was.

Any suggestions/ideas how to solve this issue would be greatly appreciated.

You can get a little more control by, instead of one weak unit, model it as several. So, then, if there was a stack of three units, and any one of them were destroyed, the event would be triggered, etc.

Ships are really fragile -- and you can get them in a land unit. Just deploy the unit first, then go to the editor and play with it a while. You'll need to empty the unit, change its icon, put in the ship, and then change the icon back (or not).

Something like that. You can work it out.

Depending on the circumstances, you might also want to include some anti-shipping aircraft in the attacking units if the kill still isn't happening fast enough.

I've never been able to kill ground units with aircraft now matter how weak. Perhaps I am doing something wrong.
Ships however, are an interesting an idea - they do get killed. Will give it a try.

Well I stand corrected - you CAN destroy a ground unit with aircraft. It just has to be really weak and the aircraft unit has to be massive (e.g. lots of B52s and B1s). 
I also think (not 100% about this) it may have to be done in a single turn.

How about build a "bridge", destroy that, and voila!

There's no event trigger for "bridge destroyed".
