In my game of 1.04 GG 42 mod with a friend, I noted that the firing heavy fleet can receive suppression points even it had not been fired upon. Like here one bomber attack one infantry and the fleet fired after the bomber but got 3 suppression points. Is this normal or I have missed something ?

If I understand correctly, you have misread the note. You are referring to Suppression fire modification from evasion adjustments -3?

What this means is that the HF suffers target evasion +1 (due to winter), the HF is firing with "bombardment" or "suppression" fire (as always against a land unit), and hence the +1 evasion adjustment additionally results in a -3 penalty.

The description could probably be a little more clear. In particular, it should probably say Bombardment fire modification from evasion adjustments -3.

At any rate, evasion modifiers also cause a die roll penalty (or bonus) for bombardment attacks (in addition to the change of evasion). This is to provide some additional weight to evasion modifiers for bombardment attacks, because a change of evasion hardly has an impact on bombardment attacks. Without this additional modifier out-of-supply artillery hardly suffers at all when it fires, for example.
