Switzerland has a Diplomatic Volatility of 1 (displayed in Parentheses several places in the UI). This means that an attempted trade agreement (moving Switzerland from Balanced to Leaning toward you) would have only a 10% chance of success (and offer no other benefit, since Switzerland has no resources in the game). It further means that there is only a 1% chance that Switzerland's Diplomatic stance will change based on DoWs.

All the implications of Diplomatic Volatility are outlined in the Game Manual in section 10.4 - Neutrals.

Plus five infantry units waiting in rough terrain if you try the less than diplomatic option. You do get the feeling the developers wanted Switzerland pretty much left alone.
