Actual game question alert!!! 

I've just today learned that you can changed the CO of individual ships in AE, instead of only assigning TF commanders.  One of my minor headaches from WitP was paying PP to assign a TF commander, then having to do it again later, if I disband it and create a new TF.  In AE, it seems to me that it would be easier to assign somebody who can really kick some booty as the CO of the flagship, and as long as they are senior, they will also command the TF.  If I later disband that TF and create a new one, say after ships upgrade in port, or something, the ship's CO should still be the same one I assigned, and I wouldn't have to pay to assign a good TF commander again, right? 

Does this seem like a valid method of dealing with TF commanders to you guys?
