WRT those noisy toys-we've initiated a response plan to dissuade relatives from buying noisy toys for the kids. We simply ensure that those toys are to be used at the offender's residence (e.g., grandma or nana's place). When the kids visit and fill the household with an ear-splitting cacophony for several days on end, that usually gets the point across.

That and duct taping over the speakers-that seems to work well too.
