Is there any way to have a bombardment TF stay on station for days at a time without its reverting to a Surface Combat Mission? Each morning my Bombardment missions are changed to Surface Combat.

It seems they are also automatically changing status to Retirement Allowed, and heading for home. Fletcher is flag officer on one so I don't think it's a cautious commander to blame, and I've got PT boats on Surface Combat in the same base hex that stay put for days at a time.

No, once they run short of ammo for a bombardment TF they head for home. CA, CL's and especially DD's can bombard more turns before running short of ammo. If you want them to stay put even after their ammo is expended they need to be set to Surface Combat w/Patrol. Unfortunately, BB's usually only have enough ammo for one turn so they will always start heading for home.
