This was an intentional part of the game design. Not a popular one, however. Changing this is on the list.

Was B17 high altitude accuracy looked at in this patch?

Hello...

No, it wasn't. Just looked up the code and the B-17 and B-24 targeting and bombing sequences use the same code. All US medium bombers use the Norden.
