I put this message in the general discussion, but upon reflection it probably belongs here (and was moved here during earlier discussions):
In response to an earlier query I was told by one of the developers that the latest patch would omit seaplanes from group and engine counts to establish airbase overstacking. This change was agreed to be relevent since seaplanes do not physically occupy airfield space and administration. In reviewing the 1094 beta notes I see no mention of this change being made, at least in the beta version. Has this been corrected?

That was in the final 1084e:
Remove seaplanes from over-stacking check on coastal hexes

You right it does not seem to be in the current README

71. Gameplay Change: Seaplanes are no longer counted against the aircraft stacking level when in a coastal base.

As I recall, while mentioned in the 1084 notes, I believe that this gameplay change was never implemented. It seems to not have been implemented in 1094 also, speaking specifically in terms of overstacking criteria.
