I've read elsewhere that a partisan attack is the equivalent of plopping an enemy unit down into the affected hex. It completely cuts the supply line through that hex. Not sure if that resets on the next turn or if the malus remains until the hex is properly garrisoned.

Yes that is my understanding, but I am not a coder. Bigj62 is the one who knows for sure.

It resets each turn.

Andrew. Will the next "hotfix" fix the garrisons in the "garrison required" bases? I mean, will they start with an adequate garrison and it be left to the player to decide if he wants to deal with the penalties of removing it---or will the first few turns continue to be a scramble to deal with "garrison problems" that the game has handed the players?
