Units with the traffic control ability provide it as a passenger on a train. This allows the embarked unit to move around to control traffic at many different locations. The unit is able to move a lot since trains have a large number of movement points. I don't know if other abilities are also affected, such as HQ resupply bonus, reconnaissance, and the rest. I'm not sure if this is by design or a feature of the game.

Wow ! I'm impressed. Does this mean that HQ units have the same characteristic and can therefore influence adjacent units even though embarked? I had no idea. Good catch.

The traffic control is 1/4 when embarked, like all other quantifiable abilities of the units (recon, engineering, defense ect). HQ bonus can only be used at the end (start?) of turn, so large movement doesn't help that much.
