Is there any way to specify that a mission fly in the afternoon, as opposed to the morning air phase? Or is the game engine the only arbitrator on when a daytime mission will fly (either morning or afternoon).

Well, as long as the mission you want it to fly is a non-naval attack mission with a bomber you can set the unit to naval attack for the primary mission and whatever attack you want as the secondary mission. If no naval targets are available, then the unit will perform the secondary mission in the afternoon phase (never in the morning phase).

There are far too many "ifs" in this situation for me to rely on such tactics...
