Just started a new game and was given 4 military ships including a destroyer.

However although my shipyard Max Size buildable is 200 the Destroyer is size 204 and none of my yards can build another destroyer at present.

This begs the question of how the race managed to build a destroyer of size 204 in the first place.

I presume this is a bug during the initialisation of the game.
