Probably because the term "squad level" is often used, but "man to man" is often meant, as evidenced by the original post that asked for control of individual soldiers. Which is of course beneath the scope of Steep Panthers.

At that point you might as well play a FPS like Rainbow Six Vegas, or Ghost Recon where you get to command individual soldiers. Armed Assault II is great game for individual soldier command as well, you just need a meaty a$$ computer to play it.
