Admin points questions

I have noticed mention of administration points in the aars. Some questions about them follow.

1) What are the fuctions they are needed for?

2) How are they produced or accrued?

3) Can one plan with a foreknowlege of how many one will have as the game progresses?

4) How much of a limiting factor are they for both armies in various years of the war?

Below is the description of Administrative points from the current version of the rules manual:

"Each player starts with a number of administrative (admin) points that varies depending on the scenario. For example, in the 1941-1945 Campaign scenario, the Axis start with 300 admin points and the Soviet player start with 150 admin points. Each player receives additional admin points during their respective logistics phase depending on the scenario. For example, in the 1941-1945 Campaign scenario, the Axis player receives 50 additional admin points per turn and the Soviet player receives 30 additional admin points per turn. Each player may have a maximum of 500 admin points. Any additional admin points are lost during their logistics phase.
Administrative Points are expended for unit transfers between HQs and for transfer of support units between HQ’s, combat units and cities. Admin points are also expended to change the leader of an HQ. The Russian player expends administrative points for creation of combat units, HQs, Fortified Zones and support units, while the Axis player expends points for creating Fortified Zones. One admin point is required to disband a unit."

I think the above passage should answer the first three of your questions. As to the fourth question, that depends on your style of play. If you like to transfer control of units around a lot or as the Russian you like building lots of units, having enough admin points is going to be a problem.

The German player starts with more admin points and gets more per turn than the Russians. Yet it seems the Russian player has greater need of them.
Do both players have and receive sufficient admin points to build and reorganize their armies as was done historically?

you will

reinforcements can add Admin points also, which will help the Russian (His Fronts and so on)

the Germans were known to be much better at, making changes on the fly, then the Russians were

(really, much HARDer for the Russian to move Corps or Armies around, below that level, it is easy/cheap to do)

The Germans start with 50 AP not 300.

Manual is not catching the changes done to scenarios. Starting admin points and amount per turn can be easily changed in editor.
