As of 1.04 public beta I can't seem to build mining bases at gas clouds. My constructors only get the option to build the same kind of bases I can build in open space.

You can still build mining stations at gas clouds if you zoom in to them (i.e. 100%). But I've added this feature into 1.0.4 beta 3 (option to build mining stations at gas clouds when zoomed out to sector level or greater)
