Actually the leader idea is a good one. It would give a deeper level of immersion and investment for people with their empires. Now how easy is it to implement and how extensive can it be done?

Admiral for fleet leader? Assign a name/icon to a fleet that allows an experience increase? A to hit modifier? A quicker reaction to orders modifier? Or perhaps a list of abilities officers would have,such as better tactician,logistics,etc.. A player could pay a build cost for each officer. A module would have to be built first at a space station call it academy.When you created a fleet any officers you had available would show up in the fleet window for the option to place in a fleet just like a ship.

yes leaders would be very neat. it can not be implemented extensively at all though.

you could add a leader unit graphic (escort/frig/destroyer/base/etc), but you can't limit/edit/define its designs, and then there's the matter of AI build priorities being completely hardcoded with limited outside modifiable variables
