Manny players of DW may have various wars, (I've been "Spying" some AARs) and i have some designs that i've done on my last game the "Polaron Union" with a "mod" by changing the Naxxilian Race and giving them "Special Powers" (Also i've tested them with the original game too) but anyways let's go to the point:

1: Get atleast good research levels in ALL the major areas to build outposts.

2: When making your outpost give it the following:

2a: 6 Weapons (3 Lasers and 3 Torpedos).

2b: Atleast 3 Construction Shipyards (And obviously the same number of "Plants" for construction of ships).

2c: Put in all the latest Sensors exept the "Resource Profile Sensor (Optional)" and complete all of the requirements.

2d: Resource extractors are very welcome (Expecially Gas Extractors).

3: Put REALLY much "Fuel Cells" in the design.

4: (Optional) Put "Labs" in the potpost if you don't have an advanced Research Tree.

5: Keep a look at the size of the Outpost or your constructors may not be able to build it...

6: Shields and Armor components are vital if you intend to build the Outpost in a system full of monsters (Debris Fields for example).

7: Try not to put the base out of range of the other ships.

8: (As far as i know) if you have much plants in the starbase, the ships constructed there are built more faster.

9: In the construction process try to put some powerfull ships to escort the Construction Ship. Believe me these stations will pay all the time spent!

10: If you have low income you may not build these because they consume a relatively high level of money but if you are desperate, i recomend you build one of these near you home system.

As stated before these Outposts consume lots of money, and if you build more than 4 or 5 earning 100.000 "CR" you will nearly get in the red.

The "Star Spacedock" Outpost (Apparently made by me) have more than 12 Weapons, 31.000 of Cargo Space, 4 or 8 Docking Bays, 6 or 14 Construction Shipyards, 6 or 16 Plants, all 3 latest Sensors available in the game, and my most advanced Capital Ship "Zentabia Mk5" are built in less than 3 months! (The Zentabia Mk5 may cost 14.000 or 18.000 "CR", And the outpost may cost more than 28.000 "CR") but it was worth the cost expecially in the Polaron-Gandulu War.

I thinkg i will make an AAR shortly focusing in these stations, but first i will have to know how to put images here...

I like to make a huge orbital shipyard base with tons of construction bays and plants to rapidly build ships when I'm involved in large wars. Building them at the planet makes them easier to defend and you can make larger stations in orbit.

Sure thing mate. 

Also, in my saved game i've built the "Star Spacedock" in the Homesystem of a Allied empire and they where at war with another one, and then the Teekan Consortium (Allied) had asked me to attack the Dobrelleun Dynasty, and with my Outpost i've built some Capital Ships and helped them in their conquest.

In the meanwhile, i've discovered one major "Cheat" in the Diplomacy, it functions just ike this:

Probably you may have 3 Allied Empires for example and one of them does the following...

Ex: The Sol Nation Asks you to engage in war against the Zenox Technocracy, but you are allied with both empires or have another reason to NOT wage war with them, you simply press the Diplomacy Hotkey, (F2) select a random empire and press the speak with ***** Empire button and then just say goodbye without loosing Reputation, Money, And your Allies.

Very simple.
