On a discovered base 2 ships that are being constructed never finish. did the AI forget to supply materials or something? now I have 15 ships waiting and if I scrap that base, they will all be gone.

Without anymore information i would say, you tryed to build something that need resources they arn't availble around. Cancel/scap the construction and try it somewhere else if you was building ships.

Yes when you scap the base, the building ships are lost too.

This is probably the case. Space ports not attached to a planet, like pirate bases joining you or abandoned bases which you investigate/repair, seem to be very low in priority for delivery of needed construction materials. They probably aren't entirely cut off, but deliveries come only rarely.

It cannot be entirely ruled out that there is a bug at work that can cause a stuck construction queue even when all building materials are available, but this is rarely the case for this type of base.

I have the impression that it is best to retire these bases outright because they are such a liability. The 'supply depot' bases which can be found in deep space are a somewhat different matter. These come with a solid initial supply, ample for a number of ships. I sometimes use them for emergencies because the AI seems to never place orders for freighters and other private sector ships on them, potentially blocking the space yards of standard ports when they are needed. Still, with the supply depots residing in warp inhibitor fields, it is annoying to get these ships out, and having to keep an eye on not accidentally choosing them to refuel warships (because of the inefficiency involved) makes them a liability as well.

An interesting by pass is to make the ships join a fleet, then give the fleet some orders, the half completed ships actually leave the star base. Though they cant move or anything.  Then send a construction ship to 'repair' each ship.  It will take a while, because construction ships return to a starbase after every job, but you will get your ships done.
