New start latest patch DaBigBabes #28(not sure if DaBigBabes is issue).

Chungking and other china industry is NOT producing approx 40% of the time yet plenty of resources and fuel sit in NE china where there is little/no industry to need.

Resources to Sian 18k, Chengchow (Nothing there using resources), most bases on front have stores of resources with limited LI to use them when the production centers that need them are scarce.

Fuel is sucked to coast where it is abandoned, no industry, no ships. Pakhoi and free french base has most of it.

China is losing 500 supply or more per turn because of these unnecessary failures.

I thought these moved each turn where needed?
