Because of "disappearing message rows" bug I haven't finished any game 'as normal way' (except two lost sandbox-mode games when I started to play DW) I have to ask this:

If I choose several victory options (XX% of colonies, XX% of population, xx% of finance), do I win if:

1) Any one of those options is reached
3) Only if all of those options are reached?

Any one of those options. I haven't experienced the message bug, sorry to hear you got a problem there

I have occasionally had the "disappearing message rows"... When I seen that they are not working, I just reload the game. That usually solves the problem, at least for me.

Yeah, it helps first 1 - 5 times, then I can't get them back at all, and it is the end of that game...

May be that I play too long games, but I like those.
