I set up a little test in one of my pbem games as the evil side. I took two nate 30 plane squadrons and placed each on 100 training with one on general training and and the other on escort training. First note this is not a scientific test. I do not remember if each squadron came in at the same time or not, or even I put them on training at the exact same time. It is in late March 1942. The one squadron in general training is three points ahead in average experience. This squadron had a 80 experience pilot in it. As the other one had an upper 70 experienced pilot. Sorry no screen shots at this time but next turn I will try to get one or two.

General training is a good way to increase defensive skill. Generally, I would not use it though. You are, after all, interested in some specific skill, not skills in general.

The one exception to this I believe would be transport squadrons. I don't believe there is any particular use for the transport skill. Instead, to reduce ops loses, experience seems to matter. In this case I believe setting your transport unit to general training will increase their experience faster. Another use for this would be to use transport squadrons to gain experience for rookies who are then reassigned to a more specialize training squadron. For instance, a rookie is pulled from the replacement pool into a transport squadron where he is given general training up until he is ~45-50 exp. At that point he is put into the general reserve pool and pulled out by a fighter or bomber squadron for the appropriate specialized training, air for fighter squadrons, bombing for bomber squadrons, etc.
