One of two suggestions please. The loss of rating for a major general promoted into a Corps is NOT random. The loss is hard wired (i.e. Harpe always loses 4 points--political, initiative, armor, and infantry). I have checked it multiple times on almost all the German GENM's and they always lose the same points. Either make the optimum rank for Corps GENM and lower those ratings you want lowered anyways, change the manual to reflect the actual conditions (not a check, at least for GENM's), or make it random like the manual says.

The game is awesome but this just makes being a noob a little harder--having to learn which GENM's are really better when replacing Corps commanders.
