I have a problem in that I selected to have the anchorage, airfield etc icons all on top of the unit icons. Now I cannot find how to change it back so they are underneath.

any advice?

On the control panel on the right hand sight, you see an airfield etc. button. This gives you the options to turn "floating" on/off. Same goes with ports and objectives.
