Hi, just wanted to see if I'm the only one who experienced this:
In games I create myself and I use the humans as race and democracy/republic gov the AI has incredibly poor efficiency, both for my empire and the others. Meaning the exploration is extremely slow, the AI hardly builds anything other than research and mining bases, and I have to build most spaceports myself.

On quick games and the tutorial games in which I play as other races and different gov the AI is incredibly efficient, building resort bases, research bases, defense bases, exploration ships are 8-10 at least and all over the map, fleet building is constant, even during war times, spies are all 007s, the other AI empires build heavy defenses on their major worlds and expand like mad.

Does it make a difference which gov you use for the race you play, AI behavior wise? Because in my AAR, the mortalen AI is extremely militaristic and the central systems are more fortified than fort nox, with defense stations at almost every major planet, and I get a cruiser at least every month, my exploration ships are everywhere and in large numbers, and lots of troops available whenever I need them. Note, I don't rarely even need to order new ships because the AI builds enough for my requirements.

I have run as a AI controlled (apart from military) empire twice, and noticed differences.

The Atuuk were reckless, and the Gizzies were cautios. Gizzies built more defensive bases around the home world. The Atuuk spam free trade requests as they are extremely friendly, the Gizzies are the opposite and dislike everyone and reject requests.

Each race seem to have possibly hard coded ship styles. The Giz had very fast ships with no torpedoes on ships less than cruisers. The Atuuk had more balanced ships. Both races are quite stupid and had no energy collectors on their ships (while other races do).

The Atuuk are risk takers and declared lots of wars, and wanted to raid outposts. The Giz were cautios and had wars declared on them.

The AI got a "bug" that makes it not spending money if cashflow is negative, even if earning money due to steady bonus income. This may make the AI seem more passive. However, the Giz spammed spies, while the Atuuk ever only hired one that was always on counter espionage. However, the Atuuk were mostly in the red, while the Giz were not. The Giz built offensive monitoring stations to cover enemy colonies, the Atuuk did not do this, but mostly they did not spend any money at all, so it is hard to know if they had monitoring stations on their never completed build list.

Clearly, race matters, possibly government too, but it is hard to know just how much it influences the building styles when a AI is cashflow strapped and builds just the odd space port when economy is in the black. I assume the different friendly/reckless/stupid stats do most of the racial behavior decisions apart from the ship building.
