I'm in '42 and need to lower the TOE of 90% of my units due to lack of manpower, and concentrate available reinforcements on a small sector. (much as the germans historically did)

Is there any way of setting the TOE for more than one unit at a time?

It can be done in Commander's Reports - "MAX TOE %" on the top
