I have tried to place some midget subs in TF for harbor defense. But they didn't react against allied night bombardments.

Is there a possibility to use them for harbor defense duty?

Reaction and sub attacks are pure random chance. Just because you have a mini-sub in the hex doesnt mean it will automatically attack anything that comes into the hex.
