Hello!

Working on the fist turn as the Empire of Japan.
How many big and fast tankers do you JFB assign to CS to Truk?

None. But then again, my Truk is always short of fuel.

Generally it's not good idea to ship fuel out of Japan. Early you have to do it...

For example in my game Balikpapan is main fuel source for Truk. Every drop of fuel that go Home islands, stays there.

My answer to that question is: none. You will need a lot of fuel at Truk, true, but it starts with a pretty good amount. I don't ship fuel out of the Home Islands if I can possibly help it. My policy is to secure fuel resources in the DEI as quickly as possible and start running fuel convoys to Truk from there (Balikpapan works well for this).

The trouble with shipping fuel out of the Home Islands is that fuel is what runs your economy as well as your fleet. Every drop that you remove from Japan hinders your ability to build up reserves there, and you will need those reserves eventually.

Not shipping fuel from Japan means you have to secure oil centers in the DEI quicky, because fleet operations will drain the fuel reserves at Truk within a few months. But I think capturing those centers and getting the fuel and oil flowing towards home should be the key strategic goal for Japan anyway.
