troops, 467 guns, 18 vehicles, Assault Value = 935 Defending force 73045 troops, 47 guns, 0 vehicles, Assault Value = 1347 Japanese ground losses: 285 casualties reported "My friend, the French Foreign Minister has accepted your offer of humanitarian assistance and will have the International Red Cross provide you with the minimum expected list of supplies that will be required of them, of which 100% (20,000 units) will be expected by the Soc Trang garrison within a fortnight. Anything less than the required amount will not be acceptable to them. What that means, my friend, is that not only will France refuse to participate in the peace process, but they have threatened to do everything in their power to sabotage the process by leaking the nature of these secret discussions to the World Press and, ultimately, to hardliners within all our respective Governments. Thereby ensuring continued fighting and conflict among nations. The arrogance of these latecomers to the Peace process is appalling to the US and Dutch Governments. However, you must agree that they could be more dangerous outside the peace process than as a member of the effort. We implore the Emperor to cooperate with their request for either aid or a lifting of the sea/air blockade to Soc Trang so that neutral shipping could be engaged to meet the French requirements". The Japanese diplomat replies, “First of all, I don’t think there is a single garrison in the world which requires 20,000 supply units, so the offer on its own accord is outrageous. It would appear that the French are proving to be very untrustworthy allies, doing little to support your fight with us, and then trying to sabotage your efforts to end it. I could have arranged for a ship or two to discretely sail past Soc Trang and have an ‘accident’ requiring dropping their entire load overboard in water tight containers as the tide went in, but this request would require around eighty ships! Of course, a peace treaty would have allowed them to send all of the supplies in the world to Soc Trang themselves, but I have a feeling they know this already. “Personally, I am not as concerned by the French demands as they probably wish me to be, as I have very little to lose at this point. My government will discover what we are doing sooner or later anyhow, what difference does it make how they find out? I am certainly not an expert on Americans, but we have several in our number who attended your colleges and academies, and they tell me that Americans do not suffer others trying to control their nation’s destiny very well. One of them also said I should give you a quote from one of your past Presidents, I’m ashamed to say I can’t remember his name even though he told me, about Americans not entering into entangling foreign alliances? How will your people react if the French triumphantly declare that your government was within a few islands of an honorable peace settlement, only to have it stolen from them? I beg you to sleep on this, my friend. You know where to find me”. The next morning, an American agent reports he followed the Japanese envoy and his youngest aide to the train station hours after the meeting. He witnessed an emotional embrace before the aide boarded the train, holding a briefcase. The envoy then stoically returned to his hotel after the train left – for Switzerland. -------------------------------------------------------------------------------- AFTER ACTION REPORTS FOR speaking, after a delay of several days the Senior US Diplomat met again with his Japanese partner for peace. "My friend, I think we all can understand how frustrated all of us are with the French, however there must have been an error on my part communicating the supply needs for the Soc Trang Garrison. What is required to bring the French to the bargaining table should be easily accommodated on six (6) small coastal steamers (2500 x 6) and it is President Coolidge's desire to see to it that the French get their damn supplies in order to engage them and resolve this conflict once and for all. We believe that their threat's are nothing more than sore gamesmanship for having been ignored by the Administration in the 1st place. President Coolidge wants them at the bargaining table without further delay, and discreetly for now if possible but in the open if necessary." He continued, "It is the President's desire to wrap this conflict up via negotiations, if possible, before the 10th anniversary of the Armistice of the Great War. He believes that the powerful symbolism of that seminal war and event will be powerful enough to overcome hardliners in any Government. Basically, Mr. Coolidge would like to characterize this war as "a dust-up among Allies of the Great War". He hopes that The Emperor will share his vision and facilitate the representation of all the World's Great Powers (sans the Soviets, of course) to the bargain table. Yes, the French are insufferable, but they will not go away and they can cause various types of trouble for each of us, Militarily, Politically, and Culturally. Let us rise above the pettiness of The French and target 11/11/1928 as the final date that this unfortunate war could possibly end by, I can quote The President directly. Please pass this personal note from him to His Majesty" The Japanese envoy pauses. “Well, we can certainly see the symbolism of having the conflict end by the 10th anniversary of the Great War. As for the French, I can try to pull some stings to have some offshore drop-offs, the way I described earlier, occur. Understand, of course, I may not be able to get six ships to sail together, that would raise too many suspicions. We do have a high-level contact within the government who may have some influence over the Emperor. We’ll forward your President’s message to the Emperor to him”. 8/22/1928 - US Air Attack off Bonin
