So doesn't this render the complaint against conquered cities relatively moot? If you want to move the front, can't you use factories? That seems to me to be more strategic, as you have to plan to use engineers and bring them to a sensitive location and survive while they build.

By building factories you can extend your production base, but only to a certain limit. The best you can do is move all your hardware production (tanks, aircraft,ships) to factories upto the level you have raw materials to pay for their production. so you free up your towns for infantry production. On the other hand its quite expensive to invest in factories in the first place so you really have to think things over here.

Roads were not removed. Vic just desided to make the graphic for roads/rails look like rails in ATG. THey funtion exactly like they did in AT when the graphic was road like.
With modding you can have many different types of roads and even rails, you just have to make graphics for each so you can tell them apart.
