I am not sure whether this is an issue but almost every HQ of the AI i come across is empty or extremely small.

There is no way the AI is building enough staff to support its forces (judging by what im seeing).
AI does follow the same staff rules no?

Ive had completely empty HQ's show up close to the front and the divisions under the HQ's command are quite full.

edit: I have seen HQ's with tons of staff btw. But these are usually in cities (and may be the supremes)
The majority of what i see is empty though

You are probably seeing the construction of new HQs. I've seen the same thing from time to time in my games. That said, the AI probably could use some tweaking to better manage them.

Yeah that could be. However they sometimes have so many divisions/subdivisions under their control that they seem like they have been around for quite awhile
