Will a unit fragment ever rebuild to the original strength? I have several Allied unit fragments that I have evacuated on subs scattered around the board that appear to be slowly rebuilding.

BTW - I am playing as the Allies in mid-June and am taking a beating.

Yes, they will rebuild if at a base in good supply, slowly based on availability of replacements.
