I'm going to ask my question in the form of a story problem:

In a 2 player game, I bomb my opponent's units. At the end of my turn, one enemy unit has 35 readiness, and a second unit has 85 readiness. I save my turn and mail it off.

What is the readiness of the two units when my opponent begins his turn?

That really depends on 2 things.

What the level of recovery is set at. I believe that level is determined in the rulevars. It also depends on his level of supply. If there is enough supply then maximum recovery is possible...

In a standard random game, maximum recovery seems to be 30.

Please note that the level of readiness may be different for different SFTs in each unit...

And that recovery would occur before the enemy's turn or after?  In other words, if per-turn recovery is 30, then an action that reduces readiness of an enemy unit to 70 is worthless if the recovery happens before the enemy's turn.   That's what I'm getting at.

Basicly the idea is you to readiness dammage with artillery / airstrikes and then attack. Not end turn.

However if you do end turn the enemy will indeed recover readiness before his turn.

Downside of low readiness units is that it costs much more supply to increase readiness then to maintain readiness.

Thanks Vic!

I assume the same timing applies to resource and/or city repair.  I.e., if I damage the city/resource less than its repair rate, I've wasted the attack.

No location production is before recovery. But please check the ATG wiki for information on the order of turn processing. Its all in there:
