I am playing as Japan and I am trying to build Kate's in Hiroshima and Oscar 1c's in Harbin but as they do not have any oil it will not build them. What do I need to do to be able to start to produce planes in city's with no oil storage? In Hiroshima I did ship oil to it but it was moved out and made no difference.

Any help would be appreciated.

You dont need oil to build anything. Only Refineries use oil to turn 90% oil to fuel.

To repair factories you need 10,000 or more supplies at the base. Repairing each point will use 1,000.
